My iphone is on iOS 10.1, would I need to be on iOS 10.1.1 for the new jailbreak or does it not matter. Is it even still possible to upgrade or did Apple stop signing it?

Apple stopped signing 10.1.1.
Stay on 10.1 and just wait for the jailbreak to drop.
OP...you need to relax and wait for more news.
If the signing window is closed, it's closed. If you need to be on 10.1.1 specifically, nothing you can do now.
