I could be wrong about this but I own a copy of Lion server and I thought I remember hearing or reading some where that if you own Lion server that you could upgrade to Mountain Lion server for free? Is this true?

Er, no. You're probably thinking of the promotion that gave you a free copy of Mountain Lion if you bought a computer after ML was announced but before it came pre-installed.
