Hi, is it possible to do upgrade / update versions without root access, such as:

1. Upgrade macOS version from Mojave to Catalina?
2. Update applications such as Safari, or other apps?

By root I assume you mean a user with Administrator privileges? If so: no: you need to be an Administrator to perform any action that impacts all users.
 
Administrator privileges and root access are two completely different things. Therefore the answer is yes, you can absolutely update applications or upgrade the operating system without root access. As for admin privileges, see above.
