iPhone 13 Pro upgraded to 13 pro, apple watch unlock no longer reliably work

has anyone experience this and have a fix? i just upgraded to the 13 pro from my X, and now the unlock function with apple watch is sketchy at best. i tried unpair and pairing, but thats the extend of it. i'm on a series 4 lte model.
