Something is no longer working well between Big Sur 11.6.6. and Outlook for Mac (Office 365).

Created a PDF. Can open it from the Finder. Permissions are correct.

Attached PDF to a new Outlook message. Tried to open it from Outlook message. Error message: " ... couldn’t be opened because you don’t have permission to view it".

Sent the message. Opened it again from Sent folder. Still cannot open the PDF.

Rebooted. Same problem.

EDIT. Performed more diagnostics. Attached a Word document. Tried to open it from Outlook message. This time, Word displayed a dialog box with a request to grant access to file in temporary directory which Outlook manages. Granted access. File opened. Strange - this never happened before. With PDF file, the behavior is different. There is no dialog box requesting access to a temporary file. The error message is displayed instead.

A friend of mine is having this same problem; does anyone happen to know if this is a problem only with Big Sur? He could update to Monterey, and most certainly will update to Monterey, if that fixes the problem. My guess is that this is actually a Microsoft screw-up caused by them only testing only on the very latest operating system.
 
Adding a "me too". Though in my case it's happening with Apple Mail, so I don't think it's an Outlook/macOS problem.
 
Big Sur 11.6.6 contains 39 security fixes. It's very likely that the process to allow an application create a temporary file in a designated folder has changed.

Big Sur 116.5: the permission to create a temporary file was granted automatically (as it seems to be).

Big Sur 11.6.6: It appears that Microsoft Word - requested by MacOS? - now displays a dialog box asking to approve the request to create a file. Preview simply fails to create a file indicating that permissions have not been granted. Closing Preview and the repeating the action (display attachment) works.

One of the 39 security fixes most likely created this problem.

It did for me, but somehow it managed to screw up my external monitor colour profile. The blacks on my screen have a strong yellow-brown tint to them. Sigh.

What monitor do you have? Is it connected via a dock or directly? What port type?

It's a Dell U2713HM that's connected directly via USB-C to DisplayPort (on the monitor). Mac is a MacBookPro 16 (2019).
 
Just upgraded both MacBook Pro laptops to Big Sur 11.6.7. So far - no issues.
