know that I posted this problem in a bunch of forums and no one has been able to help. everyone suggested that I pretty much wipe my drive and reinstall the whole thing. I whish I could repay you for this.
 
It all boils down to this.. permissions. Without execute permissions for "others" (in this case user "www") on 1) your home directory, and then in turn 2) your Sites folder, it won't work. Now, there are probably still some permissions voodoo on the contents of your Sites folder that could be worked out, but I'm not too sure what would be appropriate and for the moment, it works.

The sub folders within the Sites dir had the same 403 but I fixed that by simply recreate those folders and fill them up with the content of the older ones , et voila. I'm thinking at the end that maybe I should have done the same thing with the Sites folder to begin with. I learned a lot thanks to you.
Maybe someday, I'll be able to to help someone in this forum.
