It would still run efficiently, yes.

That's likely an original iPad Air. iOS 12.4.3 is mostly a security fix so performance should be the same as what you have currently.

Go to Settings, General, About, go to Model Number and Google it. That should show you what version Mini you have.

Settings - General - About should give you the model name directly now.

It's either mini 2 or 3, though (A7, 1GB). Original mini only goes to iOS 9.3.6 and mini 4 supports iPadOS 13.
