Upgrading iOS 6 to iOS 7 when final out without a computer

I want to buy an iPad for a relative without a computer.

When iOS 7 comes out, can they upgrade via their iPad or would they need a computer? I remember reading Apple made iOS computerless (doesn't have to rely on a computer)

There should be an OTA (over the air) update upon its final release. No PC necessary

If you are buying a new retail iPad now it will come with iOS 6 which has the over the air backups to iCloud and software updates. So you will be fine without a computer
