Am getting a iPad air 2. How do I transfer my apps and settings from my old iPad also the layout I have for my apps on homescreen and folders.

Just backup your iPad via iTunes, then during the set up of your new iPad choose "restore from backup", connect to your computer, and let it do its thing.

You can also backup without iTunes. On your current device go settings, iCloud, then press 'backup'. It'll back you up over wifi. When you get your new iPad just restore from backup.
