A friend of mine gave me his old iPhone 4. It's currently running iOS 5. How can I upgrade to 6.1.2 without being forced to upgrade to iOS 7?
 
You cant unless you have ios 6 shsh blobs. Otherwise its either 5, or 7. I recommend staying on 5 since it is a very stable
Release on iphone 4.
 
I also have a second iPhone 4 on Verizon (original one is on AT&T) that is on 6.1. Is there any way I can use that one to generate an SHSH blob under 6.1, then modify it to be used to upgrade the AT&T iPhone to 6.1?
 
You can't. The blobs are device specific.

Research a tethered jailbreak. You may be able to do what you are looking to do. There are a number of negatives though.

you can make a blob for that iphone for 6.1

but since each shsh blob is specific to each device, you can't use it for another device

Before you ask any more questions about downgrading research and learn what shsh blobs do and how they work to get a better understanding.
