Upgrading with Verizon

So my mom and I want to upgrade our phones in November, me to an iPhone 4S and her to an iPhone 4. We purchased our phones in March 2010, making November our 20th month. However, I'm confused. Is my mom (the account holder) the only one eligible for an upgrade, or are we both?

U sure? I used to have a family-share (or whatever it's called) plan and only the primary number gets eligible for the early upgrade.
