Upload Photo Stream (PC) Not Working

Hello
Here is the problem.
If i take a photo with my ipad...then it downloads perfectly to my Pc (Icloud/photos)
But if i copy one photo from my pc to (icloud/Photostream Upload) folder then it does nothing...meaning i cant see the photo to my ipad...

Anyone else having this problem?
