Uploading photos to iCloud from 6S+

1. Where is option to upload photos and video over cellular to iCloud? Is it the option under iCloud Drive for Use Cellular Data? OR is this option only for documents and not photos/videos?

2. I have My Photo Stream turned on under Photos, though I’m not even sure what it is doing? It says it will automatically upload new photos and send them to all of your iCloud devices when contacted to Wi-Fi, though I do not see my photos and videos from my 6S+ on my iPad?
