If I plug it into iTunes its going to ask me to upgrade to 3.1.3, is there a way to get 3.1.2? Would I need to uninstall itunes and reinstall a previous version of iTunes?

A androiphone macrumors 6502a Apr 26, 2010 #2 it won't force you to upgrade because technically you have to pay for the update to OS3
elpmas macrumors 68000 Apr 26, 2010 #3 download the 3.1.2 firmware and install it through the restore process 😀
