URGENT help - apps. wont open

recently i have installed adobe photoshop on my macbook, after one use of it, it now wont open. it doesnt even bounce in the doc. it seems to have spread to other programs. i just tried opening tomato torrent, and it will not open.

help would be greatly appreciated 🙂

Did you happen to use Monolingual to remove unneeded languages from your system?

ok, so i restart my computer.... and it works.
