Okay, so I made a big mistake by trying to delete Time Machine backups with the Trash Can. It was such a big mistake that I have to reformat the Hard Drive for Time Machine. But I'm not much of a computer formatting specialist, so how do I go about doing this?

Open Disk Utility -> Select the TM HD -> Click Erase tab

I can't imagine a scenario where removing parts of a time machine backup with the Finder would cause the need for a reformat.

Yes, it indeed is. You can't even erase your internal so no need to worry
