I think you are looking at the options for this specific package. Instead you need to look at your overall global settings that would apply to every package. I see this in my choice on my PC once I login -- in the upper right there is a circle with my first initial - representing me. I click that and see a whole bunch of menu options, including profile overview and "preferences".

Ordered black titanium 15 PM at 8:02 ET, Wave 1, in ZhenZhou, my card was already charged. I’m in the IUP so they took taxes and first payment. Wanted to put it on the Apple Card but a year or two ago there was an issue on recurring payments using the Apple card so I used Amex.
Yes, I got charged on my Apple Card yesterday afternoon. I saw quite a few others with in-store pickup getting charged here yesterday too.

Tried it last year and it wasn't worth it for me even for $15. I selected a 3-5p delivery window and they still came at 11am lol. Although this may be my specific local area/driver.

Same here. Charged yesterday around same time for in store pickup.
Unless you know your drivers route and what time they usually deliver, it’s best to grab a lawn chair or a front row seat at your window. iPhone Release day delivery drivers are swamped, so then nailing those delivery windows are hit or miss.
You can always do like some people said they have done if spotted before or after attempted delivery, drive up to their UPS truck and request/demand your package 😳
Sounds like you should start reselling them with just a shipping fee tacked on haha 😂
