So my question then remains, specifically will a cellular enabled Apple Ultra on the AT&T Network work in Europe, and if so, will I get some warning that I am about to incur some huge data charges or will this be some huge surprise on my bill?
I don’t know about AT&T, as I stopped using them over a decade ago precisely because they were so difficult about international roaming…

With that said, I have an Apple Watch ultra which I purchased in the USA one month ago and activated on T-Mobile USA before I left. It works just fine on TIM (Telecom Italia Mobile) in Italy, and T-Mobile does not have any roaming charges on any of their postpaid plans.

Call AT&T to see if they allow it and their prices, but 100% the hardware will allow it — no clue if AT&T does.

Does it work as a standalone device on cellular? Mine works fine in Portugal, also on TMob, when connected to my iPone but does not connect independently to cellular.
