USA iPad Mini for cellular/Skype use in London?

Can I assume the iPad Mini is unlocked and that with a SIM purchased in London I could get a short term cellular plan.

I'd also like to use Skype to make calls via Wifi to make calls or take calls (after purchasing a Skype to USA phone minutes).

Does anyone know if this is actually possible?
