I read that 2.0 flash drives don’t need an outside power source when connected to the lightening adapter, but the usb 3.0 Flash drive does need to be connected to power, can anyone confirm This ?

I've never had to connect any power with any flash drives using the USB to Lightning dongle. Only when I use portable hard drives do I need to connect power... Flash drives do not require much if any power....
This is on iPad Pro 10.5 which is a USB 3 speed lightning port....

That’s with the pro which has usb 3.0, I have the mini 5 which has usb 2.0 I believe ?

Yes, the mini is USB-2. Flash drives should work without having to supply power but other threads on this have indicated that it can be be hit or miss - posters have reported some drives not working.
