USB-C Digital AV Multiport Adapter not fully functional when plugged into M2 Mac Mini base model?

the HDMI and the USB function just fine, but the USB-C has not ever functioned for me and now it's annoying me haha (i bought the cable 10 months ago)

is this cable defective? or is there a design function that doesn't allow all these ports to be functional simultaneously?

and yes i mean the first party solution.
