Is there a USB-C hub that supports the Apple Thunderbolt Display?

If not, is there an adapter one can use?

It's a throughput issue... USB-C simply doesn't have enough throughput to work with TB2. So yeah, what elektrobug said, you'll need TB3 to TB2 adapter.

Does the Thunderbolt display network/usb ports work correctly when connected with the Thunderbolt 3 to Thunderbolt 2 adapter?

And has anyone tried out one of the magsafe adapters?

Yes the Ethernet and USB ports on the display work fine. Although keep in mind they are USB 2.0 ports, so great for keyboard, printers etc but not for drives.
