Is it possible to buy a keyboard that has the dynamic touchbar available on mac laptops, but as a USB external keyboard?
 
No there is not. The TouchBar integrates very tightly with the T1/2 security chips (enabling the Touch ID) so it is not simple for a third party to make one. Apple has been rumoured to be building one but solving the Tx chip problem would be a big challenge (i.e. putting the chip in the keyboard wouldn't work b/c the disk I/O is handled by the Tx chip).
Obviously they could make a kb that just has the Touch Bar and NOT the Touch ID but that would dramatically reduce the value proposition since Touch ID is easily the best part of the Touch Bar idea.

I think you'll have to wait for Apple to sort it out.
 
You can get a Touch Bar on a desktop Mac running Catalina by attaching an iPad via Sidecar.
The iPad will then show the Touch Bar appropriate for the software running - touch sensitive of course!

wow yes, I didn't even think of that, that is a good option (if expensive if you don't already have a recent iPad!)
