I upgraded to an Apple Watch 9 shortly after release and have noticed lately that I don't get an option to unlock a password with iCloud on a website. For example logging into this website I would feel the watch vibrate on my wrist to get my attention and then double click the side button and then it would log in. On my MacBook Pro this does not happen, only option is use my finger print or enter it in manually. Running latest Mac OS and updates, Phone has the latest updates, watch latest updates.
 
I don’t know if I remember using that feature - is that part of the remote authentication?. Regardless, sometimes with a new device, and particularly a new device with a major OS update, it helps to sign in and out of iCloud on your other devices.

I would try that - for each device just sign in and out and then see if that resolves the issue.
 
The Apple Watch doesn't fill in iCloud passwords in Safari. It can be used to unlock the Mac, view passwords in System Settings (or Safari Settings), unlock notes, and approve app installations...but it was never a thing to fill in passwords in Safari using the watch.
