Hey,
On ios11 and all other iOS versions to use a photo as a wallpaper it has to be in the photos app and it can’t be done through say the files app. Is it still like this or can you add a wallpaper from other apps as well now that support photo viewing or storage?
 
Still only the photos app. Although if you have the image in your files app you should be able to open it and screenshot it and that’ll put the screenshot in your photo album, then you can set it as your wallpaper.

Better would be to save the image which would add it to your photos.
