It might just be a bug, like with the app downloads over 100MB.

Betas usually don't have the cellular data restrictions.

It's an actual preference pane option making it pretty clear that this is intentional.

Watching iTunes Movies on cellular was announced back with iOS 10. I only have the Wi-fi iPad, so that option is non-existent but on my iPhone that ability is present. The only issue i have seem is that some movies are not working asking or iTunes, but other movies work flawless. I hope that iOS 11 has fixed this to allow all my movies to be watched.
