I have an external hard drive which I configured to use as an time machine backup device.

Now I cannot use this hard drive as an external hard drive, it is only possible to make back ups. How can I use this hard drive for both?

I use my Time Capsule as both a place for movie files and the back ups of my Mac without problems. What format is the external hard drive?
 
I have a 500gb external drive. I partitioned 200gb just for TM. That leaves 300gb for what ever I need it for. I suggest doing a separate partition just for TM.
 
I partitioned mine before starting Time Machine
But I think you should still be able to use the same partition

Correct. You can add additional directories to the volume and Time Machine will not step on them. It will merely reduce the space available for keeping old backups.
