What can you use a iPad 7 th generation for if it can not get iPadOS 26 ?

It runs up to iPadOS 18. Honestly though, performance is bad on 18. I think it would've been better off left at 17 or older like the iPad 6th gen.

I haven't encountered any apps that don't run on 18 yet so it works for everything. It's just too darned slow.

What about not using apps, at least ones you have to get and not on the device itself by default, can it be used for anything like that?

Your right it is slow.

Like I mentioned, I don't use apps that require 26+. All the apps I use can be downloaded on 18 just fine (Kindle, Kobo, Netflix, Disney+, YouTube, Messenger, etc).
