Is this no longer possible? My grandmother does not have a home (“real”) internet connection & just pays for cellular on both iPad and iPhone. For years she would just use the hotspot on one to update the other and then do the reverse to install iOS updates.
I tried searching the forum and Google to find out if this is restricted but couldn’t find anything definitively saying iOS updates are blocked. This Apple Support article does mention “Certain apps and features that require a Wi-Fi connection might not work while using a Personal Hotspot. For example, you might not be able to make an iCloud backup or upload photos to iCloud Photo Library or Photo Stream.”

Side note: It seems silly to me that you can allow Photos to have unlimited syncing over cellular & apps seem to update without issue but you still can’t install iOS updates or make an iCloud Backup (which is comparatively small considering that Photos Library & Messages are no longer included in the iCloud backup)

Personal Hotspot uses the cellular data connection of an iPhone or iPad (Wi-Fi + Cellular) to create a temporary, portable Wi-Fi network that other devices can use to connect to the internet. It can be helpful when you’re not in range of a trusted Wi-Fi network.
