How does one use the IPSW for macOS Ventura and perform a clean install? Like use the IPSW and create a bootable drive?

You need two silicon Macs. Instructions here.
It doesn't need to be an Apple Silicon Mac to do the restore. You just have to be running the most recent Apple Configurator 2 app.
