You need to activate the phone with a sim belonging to the carrier the phone is locked to
So it can be with any AT&T SIM, as long as it's activated?
Is this the only option?

If you got it in USA, yes, The phone is LOCKED to AT&T, you need an AT&T sim to activate the phone, the iPhone 4 use a MIcroSIM card, so if you have a "old" sim you need to cut it (so you cannot just borrow one from a friend unless you got a MIcroSim Adapter to give back to them and they accept)

It's sherif_hashim and it's a bookmark sim card. I don't think any Radio Shack in the US carries those. You can get them from the Internet.
Besides, if the OP does a little searching, there is a way to activate the iPhone 4
(Hint: research sherif_hashim's older tweets for the link) Won't post it here due some possible copyright infringement arguements
