I got a pop up the other day on my IPP 17 running the latest beta/RC. I didn’t grab a screenshot. It basically said something like Use This iPhone to Change Your Password or something like that. I never read that this was coming so I ignored it thinking it might be a phishing attempt. I also just got one on my M2 MBA running the latest. Again I ignored it because it wanted to me change my password and I wasn’t about to do that.

What gives? Was this legit? And if so, how to I re-enable it? Should I be concerned?

Grab a screenshot next time. Probably an old device on your account that you never removed is pinging Apple's server with an invalid login attempt. Go to your iCloud settings and remove any device you no longer own.
