'User Template' folder

/Library/User Template/ — What does it do?

I was browsing the Library folder and I noticed it because it had a little denied read-write access icon on the folder, and it says the last time it was modified was 1976. Should I be concerned?
 
In Tiger it contains the templates for new users for each main language. I assume it's the same in Leopard. I wonder if we had access whether we could modify it so our Music folder was called My Music and Pictures was called My Pictures?... How devious!

Having said that, mine was last modified when OSX was installed - 2005.
