Using a Time Machine drive to transfer everything results in it being stuck?

I'm using my Time Machine drive to migrate the data, computer settings and applications from a late 2013 iMac to a late 2015 4K iMac, both 27-inchers. It has now been over an hour and there is a screen labeled Transferring Your Information , and it says Starting up.... with a blue progress bar underneath, though I can't tell if it is doing anything. Does anyone know if this is how it is supposed to look? I would expect by now that it would not still be "Starting up."
