Is there a way to program a universal remote so that it can do the job of an Apple remote? Are the required codes published some place?

Along the same line, are there any add-on IR recievers so that you can run Front Row on an older Mac?

Any universal remote with learning capabilities should be able to replace the Apple Remote.

Check out Remote Buddy for running Front Row (and much more) with non-Apple Remotes and for suggestions on third-party IR receivers (and other options, like using a Wii Remote).

I often use my Wii remote for Front Row. It's really just a matter of finding an app to remap the remote's buttons, and popping in the keyboard shortcuts for Front Row. I'd say just get the Apple Remote but for whatever reason those things are still 30 bucks retail.

There are RF remotes which can work through walls (for playing music in the next room); no need to point those. I suggest you getting those if you don't have IR port already. There are a number that are made for presentations that are good because they are smaller in size than full remotes.
