I'm in France too at the moment and the GPS works brilliantly when i'm connected to WiFi.

Yes, but do you have a SIM card in the phone and are you getting a cell phone signal (now or recently)?

The question is whether one can get a GPS location when there is no cell phone signal of any kind available, only WiFi.

Dave mentioned earlier that the 3g uses A gps (assisted gps). This is true but it also uses gps (non cell tower or wifi hotspot). Just read the apple website: http://www.apple.com/iphone/features/gps.html

Also, in the US I don't have a problem getting my GPS location AND I've never had AT&T service - I don't even have a sim card in it. So I can't communicate with cell towers. Making A-GPS irrelevant (except for wifi hotspots). Not sure what else do to here. I'm in Egypt right now and GPS doesn't work.
