i had previously posted that you can place calls using the phone app on the iPad with no issue, but once connected to, let’s say, a medical office, you cannot select a voice menu option (press x for..) as those presses are not recognized. Playing around with this today, I found that while in the iPad phone app, if you have a Magic Keyboard, or other physical keyboard, attached you can use the number keys to “dial” a call, and use the return key to place the call. I was never aware of this. However, neither the keyboard nor the onscreen keypad can be used to select voice menu options Those key presses are not picked up by the system you’ve called. You’ll have to hang up and use your phone to make the call and use voice menu options.
 
Okay by "voice menu" it sounds like you mean touch-tone menu (e.g. you're not saying "Appointment" or whatever, you're pressing "4"). Can't say that I've encountered this issue but I know that some IVR systems can be picky about touch-tone duration, etc. so could just be the system you're connecting to. You might also experiment with Wi-Fi calling vs. remote direct through your iPhone, if your carrier supports it.

I thought it could be an issue with the system that the office uses for the voice menu. There is no issue when using your phone for this, only the iPad phone app. So I called several office numbers. It’s easy to check, just call any number (on the iPad) that you know will bring up a “press 4 for billing” or some such option and you will see that the 4, or any other number, is not recognized. Real easy to check and see that it doesn’t work.
