using iPhone in another Country

I am in Canada.

I'm going to Seattle this weekend

If I use my iPhone for just the Web and Data

Is this going to be the equivalent of "internet Roaming?"

and I will get charged out the @ss for it???

Yes. Try to find WiFi. I used the free WiFi at McDonald's when I was in London.

My advice would be to keep Data Roaming off.
