Using rMBP as a PC monitor

I have a rMP and Windows PC. My windows pc has a HDMI output. Is there any way to use rMBP as a PC monitor with using a HDMI cable?

No.

Both the thunderbolt ports and the HDMI port on a rMBP are out only (they'll only connect to a display)

No port is connected to the internal display.

What you are asking is not doable on just about every(if not all) laptop on the market (and most desktops unless they have a capture card).

If target mode existed on a pc... But then, Windows does not support booting off externals.
