I have a 17" MPB with contents saved in TM and intend to get a new 13". Can I download the saved contents and transfer in its entirety or partial to this new MAC?

Sorry, seems quite a stupid question

You won't be able to do the normal restore from Time Machine since its different hardware but you'll be able to use the Migration Assistant to automatically bring over all your files and your applications. Maybe someone else can chime in with more details.

You can. If you use migration assistand, your whole user account will be transferred to your new Mac. I just did this with my iMac, worked like a charm.
