I want to reformat my macbook hd and simultaneously upgrade to Snow Leopard. If I clone my system on Time Machine onto an external, then erase my hd and then upgrade to Snow Leopard, will my Time Machine back up work on the new OS?

If you're just looking to transfer the present data from your old, Leopard installation to your new, Snow Leopard installation, you should be fine. You can use Migration Assistant (which will appear on first boot) to copy the data from the external onto your clean installation. As far as whether or not Time Machine will continue to use your current backups, I don't have experience on the matter but I think you should be fine given the MAC address (to which a TM backup will be tethered) won't be changed. Don't quote me on that, though.
