Using Time Machine to backup only user settings

Hello how can I use Time Machine to simply backup user settings (like folder views, trackpad/mouse speeds etc. I want to then restore them on another OS X partition (on the same hard drive)

Is this possible please thanks

You can only define which folders to ignore.

Hmmm I just basically want to backup the settings that define what my folder views look like, maybe even other stuff like network settings etc. Uh is there some program that does this maybe?
