Is there a way I can download a radio broadcast that someone else created on Ustream? I want to put it into an MP3 format.

AFAIK there isnt, maybe you should just contact the person whose broadcast it is and ask for a copy of the file (many ustreamers keep archives of their broadcasts off of ustream because its archive feature is still quite shaky)

If you really needed it, you could just play it back and capture it in realtime.
