Usually when iOS apps go on sale?

Yep. Apple usually has apps that are on sale or are free on the featured page on the App Store. It's usually pretty easy to find the good deals.
Follow @9to5Toys on twitter... they have lots of "deal", but often advise when apps go on sale.
It seems they take weekends off, and for some reason I seem to recall that Friday had no new deals. Not sure though.
My place to check is AppShopper.
As for a pattern, sometimes there seems to be one if you check the app's history.
Sometimes I run into apps that never go on sale, ever. One can say that too is a pattern.
And sometimes I see some traces of competition. Recently, when Hours 2 was released, Now Then went on sale briefly.
In case you understand some Dutch, AppleTips also has a line-up of apps on sale.

Appshopper for sure. Some apps go on deals around holidays, but most follow a random pattern, and some not at all.
I also recommend AppShopper. Take advantage of the Wish List feature on the App Store too, just because it's easy to manage. It won't notify you or anything, but I usually kick stuff off the list as I get less interested in it.
