VeriPad with No Service

I got a new 32GB VeriPad without a data plan. When I first pulled it out of the box, it got a bar of 3G, as it should, but now it just gets No Service. I think there is some service here, as I'm now higher up in the house, but it just shows No Service. Should it be showing bars, or does it go to No Service if you don't subscribe to the data plan? If it's a problem, I can test it in a day or two where there is strong EVDO service.

I know. But should it show bars of 3G? The way I previously understood it is that it would show bars of 3G, but not 4G. It's a little weird because it DID show a bar of 3G out of the box, and then went to No Service later. Like I said above, it's possible that's just because there's no service, but I think there should be a bar or two, especially on Apple gear.
