So I was looking at the plans for Verizon family plans (https://www.verizonwireless.com/b2c/plans/?page=share), and under the data section it says "2GB data package not eligible for discounts." Since my family gets a 15% discount for being government employees, does that mean we no longer get it if I get a 4S?

You'll still get a 15% discount on your bill, but it won't apply to the data plan. It'll apply to voice minutes + text + any other features you have.
