Perhaps the intent is to submit the bill to TMO to get them to pay out ETF reimbursement money when there was no ETF due?
Anyone curious about Verizon ETF terms and conditions ought to have found them with a simple Google search. http://www.verizonwireless.com/b2c/support/customer-agreement

Verizon reduces the ETF by a certain amount per month of the contract. It's different for different situations, such as what type of phone and whether or not the phone was purchased on the "edge up" plan, etc.
