I have a Verizon iPhone 4 and an AT&T iPad 2. I know the Verizon iPhone 4 can used as a wireless hotspot and be tethered to a WiFi iPad, but can I also tether it to my AT&T iPad if I turn off the cellular radio?

You should be able too. I have tethered my Verizon iPad 2 to my AT&T iPhone 4 without any problems.
