I would like to reply to here just because of all the contentious haters. I have a Verizon iPhone 6 which is supposedly unlocked. I am currently in Zambia. Guess what? The SIM card is invalid. I called (no, chatted, because I obviously can't make calls!!) Verizon and was told that it was because I had the global traveler plan. And one they took that off my account, it would be fixed, and if not then just go get a SIM card. Ok, so it WASNT fixed and the new Zambian SIM card gives the same issue. My son's iPhone 5s (which I unlocked when I had it) works perfectly fine. So even though this thread doesn't give me an answer, this is clearly the issue, it exists and the OP is NOT making this up. Ridiculous.

Sure, that was my experience too, until you go somewhere that Verizon doesn't offer the international plan.
Pretty sure the whole part about potentially not believing things has already been dealt with a year or so back in this thread as things have moved on from there with more reports and information about this kind of thing.

Help my iPhone 6 plus screen broke so I sent it back to beat buy to send me a replacement. I had purchased the geek squad protection. Anyway after 2 week my new refurbished phone arrived in Israel & it's internationally locked. My Israeli Sim does not work. Is there a way to jailbreak this phone or resolve the problem?

I have the Verizon international lock problem with my phone I got in the US. I've gotten through to an Apple tech who says they can fix the issue, but they need the original serial number of the phone. I got the phone as a gift from a friend, and I think my phone has been replaced multiple times in its history, but I have no idea of the previous serial numbers. Is there any way for this issue to be resolved without the serial numbers, and if so, what do I say to the apple tech people to get them to fix it without the previous SNs?
 
If you already know then this doesn't apply to you...I'm not spouting "crap", its a issue, I don't have it but I have seen people who have phones with those god damn policies assigned to them and those phones do not work with international SIM's.

Give it some time I'm sure others will come forward after checking.

Its a "Glitch" that has not been resolved. I heard about it back in November, recently I heard about it occurring few more times with few different people and last week I was looking for a Verizon i6 on Clist, when I inserted my international SIM, Invalid SIM message came up, bought a IMEI report and exactly what I expected, that policy which I mentioned above.

I bought an iPhone 6s Plus few days ago on Craiglist so that I can use it abroad the mobile seller who sold me said it's unlocked and will work internationally but when I got the phone which is A1687 model didn't work when I put my sim card here (abroad). I went to the unlocking service here and they did the GSX IMEI check and it turned out to be Incorrect Policy (GSM/VZW N61/N56) and its a Veriozn phone not Tmobile as said and sold by the seller. Now I'm stuck with this defective phone.

Have learned a lesson the costly way that one should should always check GSX IMEI report before buying any phone.

Is there factory Unlock available for this Incorrect Policy? Kindly let me know. Thanks.

Hello, let me share you my experience with this problem.

I'm from Slovakia. I bought my brand new iPhone SE in April in a store in Slovakia (we don't have Apple Stores in Slovakia, only premium resellers). Factory unlocked, nothing common with any carrier. Then I went to USA for summer. My iPhone got broken (speaker) so I went to the nearest Apple Store and asked for a fix. At first they tried to replace speaker but it didn't help so they gave me a "new" phone (actually refurbished as far as I know). I was happy because there was a fresh little scratch on my phone which I hated so I was happy to get a new phone.

But then the nightmare started. During my stay in US I used prepaid T-mobile sim-card. When I turned on my new iPhone with US T-mobile simcard, I was asked to pick a carrier to which my iPhone will get locked. I was like WTF, I bought factory unlocked phone and paid full price for it. The Apple employee told me that it's ok and I just have to pickup the carrier and it will be ok. So I did. a few days later I tried my Slovak simcard and of course, I didn't work.

I thought the phone was locked to US T-mobile, so I called to T-mobile, asked to unlock my phone. No problem, we will unlock it. I even got a confirmation email that It has been unlocked. Tried to connect my iPhone to iTunes, tried to restore the phone, no success.

Then I called to T-mobile again, a lady on the phone (some senior advisor) told me that it should not be locked, she doesn't know why it's still locked. So she managed a conference call with Apple, but after a while she dropped from the line and Apple support told me, that it seems to be locked and I should contact T-mobile. So pointing fingers on each others started.

So then I called again to T-mobile. Now they told me that T-mobile will submit an escalated case to solve the problem. After few days I chatted with T-mobile again and now they told me, that their engineers got in touch with Apple and Apple confirmed, that the phone is Verizon device and T-mobile cannot do anything about that, because it's not a T-mobile device.

Around this time I started to google about my problem and found this thread. I have read it all, thanks everybody for advices!

So I called to Apple again, Apple support told me this "I can see right now in the system, that the phone is locked to T-mobile, we cannot unlock the device, you should contact T-mobile." You can imagine, how angry and frustrated I was. Explaining that I can use my phone with any US simcard, the problem is only with international simcards did not help. Even thouhg that I did not have a chance to try a simcard from other US carrier. She can see it in the system so this is a fact. We cannot help you.

I called to T-mobile and they transferred me to some higher level engineer. He confirmed me, that he has a written confirmation from Apple that my phone is a Verizon device. As I have read all this thread, I was kind of convinced this is an Apple problem, not T-mobile. I asked from that T-mobile engineer only one thing. To manage a conference call with Apple and to explain them, that my device is Verizon, not T-mobile. He tried for about 10 minutes but Apple customer service was still unreachable. The guy was really nice and tried to help. He promised me to call in an hour and try again to get touch with Apple customer service.

As I have read in this thread, I rather tried to call to Apple again and with a bit of luck, maybe some Apple employee will agree to submit a request to Apple engineers and adjust my activation policy. And it happened! Just in my next call to Apple The guy's name was Zach. I explained him everything about buying unlocked phone, getting a replacement in the Apple store. That my phone is locked to international simcards etc. He was kind od aware of the problem. He told me they he will submit a request to fix the problem. After a while I told him that I found this thread and that the problem might be with wrong Activation Policy, and that setting Activation Policy from the old phone might fix the problem. And he told me, that it's exactly what is he doing. He is submitting a request to fix the Activation Policy. This call was at around 23:00 at evening. So he told me that it should be fixed tomorrow and he will call me. Next day, he didn't call me. I tried to put my european simcard at evening, the activation screen popped out. I connected it to Itunes and WOW. Everything went well and my european simcard worked!!! Later I even mistakenly called to my friend from my european simcard. It costed me around 3 euros for international call but at least now I know it really works.

So anybody with the problem, keep trying contacting Apple and explain that the problem is with Activation Policy like other people posted here earlier.

Hours of talking on the phone, a few trips to Apple. Hours wasted. Horrible experience. But my phone is fine now. Thanks everybody in this thread for help.

Hey friend from Slovakia! Good job! I’m really glad it worked for you! I’ve been in the same issue for over a year now! No luck! Did you have to give them your apple ticket number or something similar. They said they can’t move forward without the original ticket number. I bought it from someone and it was replacement – still in the box and everything. It’s been so frustrating. Can you forward me to that same person who helped you? PLEASE! Thank you.
 
I replaced my Att unlocked iPhone 6s with another one by "Apple doesn't Care - " warranty and got VZW US only unlocked model.
It took for me 3+ hours on the phone with "Apple doesn't Care" to just escalate the problem. Also I applied for att unlock online. Two days later my phone was unlocked and I got a message from att that it was unlocked. Thanks God last moment I decided to get a spare phone with me.
Only now I understand what really happened.

I heard bad so ories about Apple online warranty exchange, but this was the 1st time I had a problem.
I never excjange my phone again online. From now I go to Apple store and take 2 us sim and 2 international with me.
Shame.

It was not the first time Apple left me without phone:
- Once I updated there ios firmaware and I lost a phone service for 24 hours before they sent another update.
- once I sold my iphone and reseted it showed me some bogus appleid on it:

After that I had the same problem one more time with my other line.

My friend got a text and his phone was bricked
Another friend entered some early date on the phone and it was bricked.

I give Apple one more and the last chance with iphone 7. I hope it won't be recalled like my Note7

If anyone can find a solution it would be great.
 
BEFORE YOU START TELLING ME THEY ARE ALL UNLOCKED YES I AM VERY WELL AWARE THAT THEY ALL ARE ACCORDING TO THE VERIZON AGREEMENT WITH FCC OVER LTE BAND 13 = 700MHz. But there is a issue where the DOMESTIC ONLY POLICY gets assigned to certain models, WHY -- I DONT KNOW

BUT THESE UNITS DO NOT WORK ON INTERNATIONAL SIM's / WORK FINE WITH US SIM CARD's.

Incorrect Policy: Next Tether Policy Details: US GSM/VZW N61/N56 Service Policy = Domestic Unlock / International Lock

Correct Policy: Next Tether Policy Details: US Verizon LTE MM N61/N56/N51/N48/N42 = Fully Factory Unlocked for US + Worldwide usage. As you know the N51/N48/N42 = 5S / 5C / 5 respectively.

Apparently its an issue with Verizon / Apple server's Syncing but I think its more than that and so far the issue is only starting to gain momentum

Yes we already know LEGALLY Verizon cannot lock any phone / tablet that has access to BAND 13 LTE.

TWO WAYS TO TEST TO SEE IF YOUR AFFECTED:

1) Buy a GSX IMEI Report (eBay or another website - about $1) = If you see the Correct Policy as mentioned above = Your device is fully factory unlocked

OR

2) Insert ANY international SIM into your Verizon iPhone 6 / 6 Plus and see if you get INVALID SIM error. (SIM DOESNT HAVE TO ACTIVE, IF YOUR AFFECTED THE DEVICE WILL DISPLAY THE INVALID SIM ERROR EVEN WITH A INACTIVE SIM) = If no issue = Correct Policy, IF Issue = Incorrect Policy

So before you travel or resell your Verizon iPhone be sure to test it so you or 2nd hand owner does not end up with a "defective" device.

I have called Apple personally to question after I found someone selling a iPhone 6 on craigslist with this issue -- but they did not provide any acceptable answer other than offer to trouble shoot it over the phone -- I did not buy the device from the craigslist seller because I know this issue exists and because that device had the INVALID SIM error upon inserting a international SIM, It wasn't worth my money.

Apple support will just tell you its Locked to Verizon and only top tier senior advisors will tell you that Verizon iPhones are factory unlocked for all GSM networks (this would apply to the correct policy assigned devices only)


Please do not waste this thread telling us things we already know, lets keep it technical and determine how many users are affected instead.

I am having my Verizon bought Apple iPhone 6 plus with this exact same issue as described. I am currently in Finland but the local sim cards are not accepted. Apple claims it is Verizon fault but the truth is the problem is in the Apple server and I just need to find a senior level Apple rep. to understand what is going on and forward my case to engineers. Taken back to US this phone will work but here in Europe it doesn't although it is unlocked. This sucks as Apple takes no responsibility as they only say it is an operator issue...

The only solution is for the Apple engineers to change the lock policy for each IMEI that is set by the Appler servers.
