If a 7 plus was purchased full price through Verizon, can I use my ATT sim in it without requesting an unlock? Do they come factory unlocked?

It's part of the FCC rules attached to Verizon's acquisition of 700 MHz block C spectrum. That's why they don't lock down their phones.

Even if it wasn't purchased for full price or anything like that, essentially all Verizon LTE phones come factory unlocked due to an FCC agreement that Verizon has.
